Quicklists dont show after removing/adding monitor

Bug description:
Connect a DVI monitor to the system and activate it left of the
primary display. Can no longer right-click unity dock apps. This
worked fine in Natty.
Note that there is a separate bug that when you disable a 2nd monitor
in unity, the screen goes blank and only the mouse cursor is seen. On
the second attempt it works. Appears that adding an removing multiple
monitors is not working well.
Latitude E6410 and reproduced the issue with two different LCDs for a
2nd display.
Running "unity --replace" brings the right-click menu back.
