  when moving windows, window gets stucks and cursor icon jitters

Bug description:
  I've noticed this  a couple times so, and seems to occur when I use
  the mouse to move any kind of window.

  1) Grab title area of window with mouse, left-click, hold and drag to move 
window.
  2) The windows moves a little, then gets stuck and mouse cursor (grippy 
hand?) seems to jitter/get stuck in title area.

  This seems to occur when left-click and mouse move operation happen very 
quickly. It's also hard to reproduce, maybe happens 1 in 20 times if I try to 
repro.
