If the png plugin is enabled, (imgpng), then quicklist opacity is
being set by panel opacity

Bug description:
On an install with image of 02/15 the upgrade to unity -5.4.0 is causing the
quicklist opacity to be the same as the panel opacity
So with a transparent or nearly so panel quicklists become hard to read over
light colored windows
(on an A2 upgraded this doesn't happen, quicklist background is static?
