  network-manager forces dhcp request even when IP settings are static

Bug description:
  Binary package hint: network-manager

  Ubuntu 10.04.1 LTS

  I currently have no DHCP server on my LAN. I've set static IPv4
  settings through network manager applet.

  When I unplug my cable I get notification that LAN is disconnected.

  When I PLUG my cable back, I have to wait some 30-60 seconds for DHCP
  request to FAIL, after which my static setting are applied.

  So, bottom line, after plugging in ethernet cable, network-manager
  forces a DHCP request before applying static settings.

  At least on my machine.
