Title:
  Neither wired nor wireless network works unless (1) UTP cable was
  plugged in during startup, or (2) wireless was disabled before restart

Bug description:
  Binary package hint: network-manager

  Ubuntu 11.04, fully updated
  Atheros Ethernet card and Broadcom BCM 4313 wireless card, on Dell Inspiron 
N7010
  Freshly installed system

  The problem is that both wireless and wired connection do not work. This is 
unless either one of two things is done:
  1. UTP cable was plugged in before system starts
  2. Uncheck enable wireless before restart and then enabling it when 
everything has loaded again

  If I plug in UTP cable after system has been fully loaded, nothing
  will happen and I will not have internet connection, not even wired
  one.

  Broadcom STA drivers are enabled and since they work when steps 1. or
  2. are taken, probably means that the issue is somewhere in network
  manager.
