Upgraded from 10.04.4 to 12.04.1 and no global menu. Willing to do
whatever it takes to debug.

Bug description:
Upgraded 10.04.4 to 12.04.1 desktop. I was expecting to see the
global menu. But the program menus were the same as usual. This
happens with all programs. I have searched high and low for a
solution including Ubuntu forums. I have searched launchpad for a
solution and nothing presented itself.
Please help. I was expecting better for an LTS and I use LTS because
things just seem to work better.
