When UOA g-c-c panel is loaded, the launcher icon gets associated with
empathy

Bug description:
When the UOA panel is selected in control center that the window matches
empathy. For example, if i select online accounts, the control center icon
disappears on the launcher and i get an extra pip for the empathy launcher.
