Biplab, I can't address the Google Chrome browser issue specifically. But, I have downloaded the PDF you provided and viewed it in multiple PDF viewers on Ubuntu and on multiple PDF viewers on my Android phone. All display the red outlines around the links. This is not an evince rendering problem. This is part of the PDF file.
