This is a duplicate of bug #1042969.
To see entries for Facebook, Flickr and so on in Shotwell, currently you
must first run Ubuntu Online Accounts to set up accounts for those
services. We realize that this is a usability problem: Shotwell should
take you to Ubuntu Online Accounts automatically if you haven't set up
accounts there yet. That should be addressed before 0.13 ships; see
#1046461.

Title:
Facebook, Picasa, Youtube and Flickr Plugins do not appear in Publish
dialog
Status in “shotwell” package in Ubuntu:

Bug description:
Though the plugins are activated, the Publish dialog in Shotwell does
not display dropdown entries for Facebook, Picasa, Youtube or Flicker.
Piwigo and Yandex.Fotki Plugins are displayed. If neither Yandex or
Piwigo plugins are activated, an error message, informing that
publishing is not possible due to no publishing plugin being
activated, appears when clicking on the Publish option in the menu.
The problem might be related to the webapps preview PPA
(http://ppa.launchpad.net/webapps/preview/ubuntu/), the affected
services seem to be the ones also being provided as Unity webapps.
