This is intended, as psamuel in comment #4 says. The Behavior settings
are only meant to be useful in Unity.

Bug description:
Hi,
I upgraded Ubuntu from 11.10 to the 12.04 LTS (x86).
In the "Appearance" panel, the "Behavior" tab does not appear (see the
attached sreenshot, french version).
As you can see, I have just the tab background, similarly to the version
11.10.
The problem occurs both on Gnome and Gnome Classic.
