clicking scrollbars above or below scrollbar button scrolls more than
one screenful up or down

Bug description:
seems to happen on all documents, tested on pdf and cbr. normally clicking
below the draggable scrollbar button scrolls the view, however evince is now
scrolling more farther or less than normal. seems to occur 100% of the time
evince is still technically usable, but this isn't normal operation for any
other app on my desktop
