Stefan, are you still seeing this issue? If so I'd recommend working
through some of the troubleshooting steps at
https://wiki.ubuntu.com/Hotkeys to help narrow down where the fault is.

Title:
[quantal] ctrl+alt+l fail to start screenserver

Status in “xorg” package in Ubuntu:
  Incomplete

Bug description:
Not sure which package to files this against. But it seems to be
related to activating quantal-proposed (which has the new X stack).
Now ctrl+alt+l fails to bring up the screensaver (while a laptop that
is on quantal but not proposed does work). The shortcut looks still to
be present in the keyboard shortcuts dialog box and pressing the key
while a shell window is open does play the error sound (so it gets the
  key).
