This happening because by default if you go in to: Edit > Preferences >
Window Management

The "Hint for the toolbox" is set to "Keep above" which causes it to be
active on all desktops in Xfce. You can change this to "Normal Window"
if you don't like this behavior.

Bug description:
  Hi Folks.

  As the description says, I have just updated to 12.04, Precise Xubuntu
  and when I fire up Gimp, the 'toolbox' and 'layers' dialogues are
  always available on all workspaces.

  Most annoying!

  Let me know what else you need to know to fix the issue!
