Title:
  mobile broadband wizard can be invoked inside the greeter

Status in “network-manager-applet” package in Ubuntu:
  Fix Released

Bug description:
  When the user plugs in a mobile broadband dongle while inside the
  greeter and there are no mobile broadband connections defined the menu
  contains the item "New Mobile Broadband (GSM) connection..." even
  though the user does not have network-control permission.

  [expected result]
  The menu does not contain "New Mobile Broadband" item if the user is missing 
control-network or settings.modify permissions.

  [actual result]
  The user sees the item and can activate the mobile broadband wizard. After 
completing the wizard an error dialog pops up informing that adding a new 
connection failed because of missing permissions.
