Typically after checking the "Enable Networking" menu option under the
networking applet icon causes the networking manager to initiate the
enablement process for networking. It appears that some process is being
launched to accomplish this (sorry have not looked at the code to
confirm). However, the launch of the network enablement process appaears
to be hanging (I would guess that some signaling/process launch is not
occuring). The net result is that nothing happens after the "Enable
Networking" item is checked. Only by repeatedly clicking the Network
Management icon and traversing (via the mouse) the menu items/options
does it appear to initiate the re-enablement of networking.

Network operations can be disabled by unchecking the "Enable Networking" item. 
When this item is checked sometimes the 'enable networking' process does not 
start unless the applet is repeatedly clicked/manipulated
