Bug description:
Occasionally USC editors may want to put up a banner promoting an
entire category or (more usually) a subcategory. For example, a banner
for "Dash Search Plugins", "Photography", or "Electronics".
This requires, first, the USC client to understand and present
exhibits of this type that it receives from the USC server. And
second, admin UI on the server that allows exhibiting a category or
subcategory instead of an application, group of applications, or URL.
