Steps to reproduce:
1) Click on app icon that is locked to the Launcher
2) Unlock the app from the Launcher while it is starting
Expected result: icon stays
Actual result: icon is removed, does not reappear once the app has finished
launching. App is not accessible from Launcher or Switcher (Alt-Tab)
