I had previously been running "apt-get update; apt-get upgrade" because
there had been so many held back packages over the past week. After
finally running an "apt-get update; apt-get dist-upgrade" last night
that fixed the issue. It looks like this was pilot error and my system
has in a bad state due to an incomplete set of packages. Marking Fix
Released.

Bug description:
At some point in the last 24 hours an update broke the following:
* Unable to Alt-Tab to switch applications.
* Unable to Alt-` to switch windows within applications.
* Application menus and close/maximize/minimize no longer appearing in menu
bar.
- Moving the mouse to the top of the screen keeps an empty gray menu bar;
no menus or buttons appear (attaching screenshot).
* Applications are no longer associated with their Launcher icon; clicking
the icon of a launched applications spawns a new process instead of switching
to the running applications.
* Running applications have no arrow/icon showing that they're running.
