After upgrading another desktop and comparing the lists of installed
packages, I was able to fix this by installing gnome-control-center-
signon. I'm not sure why this wasn't installed during the upgrade.

  - The menu item Empathy > Accounts has no effect.

  Expected:
  - These actions bring up the accounts dialog.
