Bug description:
Running Ubuntu. Chose to upgrade to 11.10. At end of upgrade was
informed emacs23 (and emacs and ecb) did not install. Further,
looking at the log, errors were reported during cert authority update
(log is dismissed, so can't clip and insert here).
