It is essentially a daemon providing a dwell click and a simulated secondary click. In Ubuntu, the gnome-control-center provides the gui to control its features, but the mousetweaks features also work without the gnome-control-center. There is for example the onscreen keyboard Onboard, shipping by default with Ubuntu, that offers a gui for the dwelling feature of mousetweaks. Moreover, mousetweaks can be controlled by the command line. Thus, I would suggest to demote the gnome-control-center from Recommends to Suggests in debian control. This way, Ubuntu derivatives with a desktop without the gnome-control-center (for example Xubuntu) might install mousetweaks without also pulling in the gnome-control- center and its dependencies. I am adding the debdiff and the package with the changes to this bug thread.
