So is there a step by step fix for this or do I need to buy a new
printer.  I'm relatively new to Linux and this is the only problem that
I that have not been fixed.

Bug description:
  I have installed Ubuntu 12.04 TLS. I installed a network printer and also I 
tried to install without success a Lexmark Pro 205.
  I installed CUPS using Ubuntu software center and I managed to make the 
necessary configuration. Suddenly  I lost the printers and I received the 
message that printer server is not working. Because of this I was also unable 
to enter the localhost:631 and I have not found any way to start the printer 
server. I tried to remove and reinstall CUPS but without success.
