hmm you can solved this problem by installing the irc plugin
please run this command in the terminal
sudo apt-get install account-plugin-irc

2. Run gnome-control-center credentials
3. Click Add Account
4. Select "Show applications that integrate with Empathy"
5. IRC is not listed in this view.
IRC should show up here as it's registered as a telepathy provider.
