I think this is now fixed as you can't add connections from the login
screen. Please re-open if this still occurs.

Bug description:
Unable to add new broadband connections in Unity Greeter via Network
Manager Applet, due to lack of permissions. Network Manager recognizes
my Internet Key, allows me to set up a new broadband connection, asks
for my operator and, when I try to finish wizard, Network Manager is
not able to save connection due to lack of permissions (think
superuser is requested). Don't know wether it's a bug or it's simply
as it must be.
