You are creating the file in a directory where the user has write access.
Regular users can erase files in directories where they have write access, even 
if they don't have permissions on the file itself.

That's the way Unix permissions work, it's not a bug.

  Root privilege has no affect on nautilus Ubuntu 12.04

Status in “nautilus” package in Ubuntu:
  Invalid

Bug description:
  When creating a file as root , i can use nautilus as a regular user to click 
on the file with the "Lock" on it and press del key and the file is gone.
  This issues is for 12.04 latest update.
