I can't confirm this. Does this also happen in Ubuntu 10.04 LTS? Or what
version of Ubuntu do you use now?

  Changeing theme can cause wakky efects in loading bar

Status in “ubuntu-artwork” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: adept-updater

  After changing the theme a few times i then noticed that the loading
  bars in the update manager had... well kind of jammed, The percent
  downloaded keeps changing but by the looks of it just keeps adding the
  new % on top of the the previous ones. So by the end you all the
  numbers from 1-100 on top of each other. See screen Shot. Also it only
  seems to start this behavior when it gets passed 40%
