Horizontal scrolling using the mouse whell is possible with Gtk 3. I
don't know about Gtk 2, but given that it is superseeded it is very very
unlikely that it will see new features. Therefore, I'm closing this bug.

Bug description:
When a control is only horizontal-scrollable, we should be able to
sroll left/right using the mouse wheel. When a control is both
horizontal- and vertical-scrollable, we should be able to scroll
left/right using CTRL+mouse wheel (ala Inkscape).
