This was tested by four people and the problem was not seen - active
window title in black, inactive window titles as darkish grey. So all
properly visible. Please test if you can reproduce it in eg. guest
session, it might be some user specific setting causing the problem?

When using Radiance the window title in the new expo mode should be in
dark. Instead, right now the window title in the expo mode is white.
