If this is indeed a bug in Networkmanager, there should be an indication
of it in /var/log/syslog -- NM should always attempt to start, no matter
the configuration.

Please attach /var/log/syslog to this bug report. Thanks!

  network-manager doesn't start on boot because /e/n/i contains "auto X"
  for interface X that can't be configured at boot time

Bug description:
  The network-manager service doesn't start automatically after I boot
  up a laptop recently upgraded to Quantal.

  Last known good version: 0.9.4.0-0ubuntu4.1 (12.04)
