Foreing foreign name encoding in rar is not recognized when not utf8

Bug description:
I noticed the file name inside an archive is not readable if it
contains foreign characters (Cyrillic in my case), probably cp1251
compressed in Windows. The archive is compressed in rar format. I hope
this is helpful.
