This bug should perhaps more properly be categorizes as affecting the gnome-control-center, and not gconf.

However if you click it again, it will not reset focus to the already open window, but rather create a new window with the same options - as far as I can tell ad infinum. Not really a critical bug, but annoying and a little rough. To reproduce this behaviour simply open the Control Center and click the "Launcher&Menus" item a few times.
