I believe this should be DEB_BUILD_ARCH.

Quoting from the dpkg-archetecture man page

       DEB_BUILD_ARCH
           The Debian architecture of the build machine.

       DEB_HOST_ARCH
           The Debian architecture of the host machine.

While this won't affect our archive builds, it does affect cross builds.
