As mentioned by Chris Coulson (chrisccoulson), since Firefox 16.0.1 has
already been published it is better to update once version 16.0.1 is in
the Ubuntu repos. There was a reason why 16.0 prompted Mozilla to take
it down from their main website.  Synaptic can choose an older version
by "Force Version..." http://www.howtogeek.com/117929/how-to-downgrade-

  Hi, I suggest downgrading Firefox in the repository from Firefox 16 to
  15.0.1, because of a critical security vulnerability. Firefox
  16.0+build1-0ubuntu0.12.04.1 is still in the repository as of writing
  this bug report. Workaround: download Firefox 15.0.1 manually from:
  http://www.mozilla.org/
