Note that in addition to being made partially transparent, these ghost
icons will need to be tinted with the average background colour,
similar to how Launcher icons are tinted with the Dash is open.
Also when fixing this bug, also look at bug #1045417 It would be good
to get both of these bugs fixed at the same time.
