HUD menus inconsistently available in Libre Office documents.

Bug description:
When using either Calc or Writer, I've found that the menus usually
don't appear when I open docs.
Steps to recreate:
* Choose a document that already exists on file system. The ones I was
opening were both XLSX and CSV files.
* Double-click them to open.
* Note no menus.
* Click on Thunderbird or other app that has HUD menus.
* Click back to office docs. Menus most often appear.
