  Titlebar tears on stock desktop effects - ATI RS880 [Radeon HD 4250]

Bug description:
  This issue is reproducible 100% of the time and I recommend trying the
  applications Firefox or Chromium to reproduce it. With stock desktop
  effects, minimizing and restoring a window causes the bottom of the
  titlebar to tear, causing a very noticeable thick white horizontal
  line to appear between the titlebar and the window during the
  transition.
