This is probably not so much a bug as it is a poor default in (and understanding of the workings of) the numbering styles. On the Bullets and Numbering menu, AFTER you select the roman numerals option (or your affected one), go to the Position tab. There you can see that the default character that follows the numeral is a Tab Stop for "proper" alignment, BUT the numeral is left-aligned. This of course causes some text to shift one tab stop to the right if their numeral is bit longer than the rest, as it goes past the "first" tab stop.
If you change the Number Alignment to Right, you'll probably get the expected behaviour, at least with the roman numerals. You can also increase said Tab Stop position/distance which may be a bit small by default, to give the numerals a little more headroom to work on.
