@Ken Sharp, the bug was not fixed in 2.50b1. I am currently running one
of the latest builds of Transmission (transmission/sid uptodate 2.52-3)
on Debian Unstable and the issue is still there.

  A nice feature of uTorrent (and possibly other clients) is that when a
  .torrent file is added for which a duplicate is already being
  downloaded, instead of rejecting the new file entirely it offers to
  merge the lists of trackers.  This is beneficial when the same data
  has been shared to multiple trackers, each with its own set of peers.
  Transmission currently throws the error message "Couldn't add
  duplicate torrent" and rejects the new .torrent file.
