It has been three months since this issue has occurred. It used to happen almost daily so I'm assuming an update fixed it. I'll report back if I'm wrong about that but for now I'm happy to let this bug expire naturally.

From a cold boot, logging into a password protected account seems to leave the sound settings the same as the user had them before. From a cold boot, logging into a non-password protected account always has the sound muted by default. I could reproduct this across twenty subsequent reboots (just to be sure).
