I did verify that it functions 100% correctly in Windows 7, so it does not appear to be a problem with the keyboard, rather, I suspect that the Caps Lock key and the Caps Lock LED are reporting on two different virtual keyboard controllers. If I use the Noppoo keyboard as a PS/2 keyboard and then connect it to the PC through a Belkin active PS/2 to USB adapter, the Caps Lock LED functions correctly.
