I am also affected by this bug on Ubuntu 12.10 up to date with LO
3.6.2.2

I thought it was just the "save as" because I didn't test the rest of the 
menus, but now that I ran into it again, I figured out it is all the items of 
the drop down menus that are inactive (they are clickable and look normal, but 
clicking them does nothing).
However, the toolbars and keyboard shortcuts work fine.

I noticed I can have 2 documents (both .odt) open at the same time, one
with menus inactive, the other with menus working fine.

  when i try to use a menu, none of the options are selectable, so it is
  hard to change things like line spacing. for some reason the right
  click menus work fine, but not the top bar ones.
