Christopher, Onboard doesn't select any keyboard layouts. It only passively reacts to system layout or group changes. Even if the reporter returns with more information it is highly unlikely that anything can be done about it from Onboard's side. IMO, the most likely cause is bug #837456. Burli's hints in bug #920030 are a perfect fit for the symptoms.
