Same problem here on my Samsung N310. I had this problem in 12.04 and 12.10, with and without Skype Wrapper, always with the latest stable Skype version.
I noticed something that might be of interest: the first time the drop- down menu is clicked on, the first short appearance doesn't show the "activate" element, whereas it appears on the second definitive appearance. It is then always here, but the menu always flickers once.
