I managed to compile older versions of the radeon driver (e.g. 6.13.1),
but the problem is still there, so it's most likely not caused by the
driver. I am closing this bug.

  Graphics slowdown with 12.04

Status in “xserver-xorg-video-ati” package in Ubuntu:

Bug description:
  After having used Ubuntu 10.04 for quite a while without problems I recently 
installed 12.04. Unfortunately, I found that the graphics output performance 
has gotten worse. The first thing I noted was that the Unity desktop was too 
slow, so I switched to "Gnome classic (no effects)". This works reasonable, but 
then I noted that it is almost impossible to play videos.
  With 10.04 it was generally no problem to play videos (apart for HD) but now 
even videos with size 640x480 either get stuck or flicker like hell (depending 
on the player I use). It seems that the support of the radeon driver for my old 
Radeon 7000 card has gotten worse. I already tried booting with 
"radeon.modeset=1" or setting RenderAccel "off" in the xorg.conf, but this 
didn't help.
