@ Sebastien - This bug was observed on machine with Radeon GPU using Chinese 
Edition Ubuntu 12.10 (Quantal Quetzel) daily build.
We used the restart/shut down options available in the system indicator menu on 
the top right of the panel. We also tried a manual restart by pressing the 
button on the CPU.

There is another bug reported regarding restart and shut down as none of
this resulted in restarting or shut down of machine
