The window is maximized after re-lit monitor

Bug description:
steps to duplicate
1. remote login with ssh
2. startx
3. open a window application, such as console terminal
4. execute: "xrandr --output CRT1<the monitor name> --off" from remote
terminal
5. execute: "xrandr --output CRT1<the monitor name> --auto"
after step 5, you will find the window is maximized
