This is still present on 12.10 with gnome-shell 3.6 (with the new lock screen,
which does allow controlling volume and music with the mouse only, but not with
keyboard)
Not sure if that should be a separate bug by now, or if its a separate package.

Title:
  gnome-screensaver blocks multimedia keys

Status in GNOME Screensaver:
  In Progress
Status in “gnome-screensaver” package in Ubuntu:
  Triaged

Bug description:
  Binary package hint: gnome-screensaver

In Hardy (posibly in others too), when gnome-screensaver turns on, it blocks
the volume up/down, play/pause and mute keys.
Maybe it'd be a good idea not to block those specific keys, so that people
who are listening to music with the screen powered off don't need to enter
their password just to use them.

  Steps to reproduce.
1- Turn on gnome-screensaver, and select the "Lock screen when screensaver is
active" option.
2- Start rhythmbox and play some music.
3- Wait for the screensaver to appear.
4- Press any of those multimedia keys.
