Title:
PS/2 Synaptics TouchPad detected, but not functional in 12.10 with
  Toshiba T110

Status in “xserver-xorg-input-synaptics” package in Ubuntu:

Bug description:
Since upgrading from 10.10, (skipping 11), I have found the touchpad
on my Toshiba T110 laptop non-functional, although it is detected in
/proc/bus/input/devices. Many of my keyboard "Fn" functions do work
(sleep mode, audio muting, etc), but toggling the touchpad on/off
  feature (fn-F9) is non-responsive.
