We had this problem at a local Ubuntu Hour tonight -- a new user showed up who was trying to figure out how to export a spreadsheet from LibreOffice to XLS format. In LibreOffice Calc he brought up Export (the dialog appeared), didn't see an XLS option, cancelled the dialog, then tried Save as and no dialog appeared. From then on, neither Save as nor Export did anything at all -- no dialog.
Could this possibly be related to unity's moving of the menus?
