I am marking this as Fix Released, as the current Quantal version of
software center, 5.4.1.2 already has a separator line between the filter
bar and the history treeview, see the attached screenshot.

Bug description:
  Ubuntu Software Center 5.1.13.2, Ubuntu Pangolin

  1. Navigate to the History screen.
  2. Look at the filter bar (the bar containing "All Changes", "Installations", 
"Updates", "Removals").

  What you see: There's no border between the filter bar and the list of
  history entries.

  What you should see: The filter bar has a border.

  This is a regression of bug 831421.
